Status: offline 		Yeah nice message lol. You have no target leader selected - see under target leader. Click the target tab at the top and select a leader or from a leader's profile page click the stratagem button.

Status: offline 		Keep in mind that this stratagem will help the selected leader by raising his skill points in a Cover Ops roll. It will not help you at all in a roll involving Administration, Investigation or any other skill, the phrasing of the text is a bit ambiguous on this point.

Same with Shadow Diplomatc - also only affects the next roll of a very specific skill (Diplomacy).
