so
"A unit may not enter or attack a hex (or units therein) controlled by a major power on the other side with which it is not at war. However it can attack a hex controlled by an enemy major power or minor country even if the hex contains units with which it is not at war."
so if the hex attacked ONLY contains a unit with which you are not at war, then you fight that unit?

The "Multiple states of War" rule...

RAW:

A unit may not enter or attack a hex (or units therein) controlled by a
major power on the other side that it isn't at war with. However it can
attack a hex controlled by an enemy major power or minor country
even if the hex contains units it is not at war with.
In attacking such a hex, you must fight all units there, but both sides
ignore the fact that you may not be at war with all of them. This means
that each side could fly air missions to the hex and use shore
bombardment etc. as if they were all at war.
You can only support an attack against units you control if the
supporting units are the same nationality as the unit (or hex during
strategic bombardment) being attacked or at war with at least one
major power or minor country attacking those units (or hexes).

It's ownership of the hex which counts in this case. In your example you can attack the CW controlled units if the hex is controlled by the French.

I love that rule.

or you could just block a front with neutral units. and then force the attacking player to DOW you.

with US entry, is important who DOW

You can't block a front with neutral units unless they are located in hexes belonging to a country the attacking country is not at war with.

You can't attack a unit you are at war with if it is in a hex owned by a country you are not at war with. But you can attack a unit you are not at war with if it is in a hex of a country you are at war with.
