Hey,

Is the AI able to use teleporters, Scotty? I mean loop. I guess it can't, but my masterplan would need that

Yes it can, but it will need to be scripted to use them.

On land, a GARRISON script can be used, and at sea a FLEET script. The scripts will have to have the LOOP hexes in them for the AI units to go to them.
