Naval support in base increases supply unload with TFs.

But I think it does not do that with fuel? That is my feeling because often fuel unload is very slow compared to supply.

Alfred needed.

No need for Alfred, just look in the manual:

Section 6.3.3.2.5
»» Naval Support. Naval Support may increase troop and cargo load
rates only. Naval Support increases the rate at which a given
ship can be loaded but cannot improve the total cargo handling
limitations of the port. Naval Support adds 10 points to the Troop
and Cargo load ability, for each Naval Support squad present.

Fuel in drums is supply. That's why fuel in cargo space only uses 50% - the other 50% is the drums and the spaces between them.
I am not positive, but NS squads might help with fuel oil (for ships) in drums because they are carried in cargo space. In any event, NS squads do handle the avgas and other POL that are presumably in drums or other containers.

They only help the supply which would be the POL for the ground and air units, not for the ships.

There is an exception.

See manual s.6.3.3.2.5, p126.

That does not include Naval Support, which was the initial question. So there is no exception to Naval Support helping to transfer fuel.

No, it’s an increase on fuel/oil loading rates.

Say you have 300 oil and 300 refinery at the same base, and you load tankers. As all the oil produced by the OC is used by the OR, the OC will provide no increase in loading rates, but the OR produces 2700 fuel daily, so loading rate of fuel will increase by 1350, up to a limit of 2700.
