Question on Event: Leader found Unusual Companion

There's this Leader event/decision with the following text:

(From Leader)

I write you humbly with a request to take a citizen with me on all my travels and works. It concerns the least conventional/most intriguing/(other favourable description) of all philosophers/historians/(other type of intellectual) I ever met. I know civilians are normally not allowed to have access to our secrets of state, but I hope you will make an exception for me.

Then you get three choices:

Allow (+ Commerce, + Fist, + Relations with Leader)

Deny (- Commerce, + Mind)

Deny and Reprimand for asking (- Commerce, + Heart, - Relations with Leader)

My issue here is:

Why do we gain Fist for allowing this request and Heart for reproaching the leader? Shouldn't it be the other way around? Am I missing some context here and the intellectual is actually being kidnapped? Whenever another leader agrees with the Allow option, they comment: "Why shouldn't we allow it? Such a great companion for "Leader name" will certainly improve his/her standing."

I'd just request that the first and third option Psychology effect should probably be swapped, or if something else is going on here, then it should be made clearer. I also don't particularly like the + Mind effect for denying it. An alternative suggestion would be to swap it for Enforcement

I also wondered why allowing would increase Fist? And Denying would increase Mind. While reprimanding increasing Heart?? I also think Heart should go to allow an Fist with reprimand. I think Meritocracy would be good for denying...although there are others that might even be better.

My interpretation:
Fist, Mind, Heart are all 3 Psychology Profiles. So it looks like Vic wanted one choice for each of the options.

Mind has Morals (like not bringing a civilian to top secret meetings)

Heart views all people as roughly equal, so the idea of some random getting such preferential treatment is offensive.

Fist would propably just say "might makes right", wich incldues internal security.

I can see that sort of. On the other hand, equal treatment could also mean having citizens interact directly with leadership and taking part in the decisions right there on the field. The description is all about sticking together, and one of the History choices for Heart is to shoot everyone who tries to amass wealth. Allowing a leader to have a confidant seems like a Heart thing.

The way I interpret Fist it's all about doing what you want, so I see that as well. But then most events add Fist for going with the option of violence and conflict. Punishing a leader for asking your permission seems like a Fist thing. More importantly, maintaining internal security and suppressing people also seems like a Fist thing

This is not feasible from a security standpoint.
The best way to keep a secret, is to have it known only to a few people.

I asume there is normally a vetting process. This whole thing screams "Screw the Vetting process, I want this one!"
"I am a important leader (got a lot of might, relationship maters), that makes my wish right."
