After testing recon planes, I thought to try tactical bombers but I can't find an option to build them only recon plane squadron. Am I blind or is there some hidden requirement like airbase size or something else?

Make sure the tile you've got selected has got an airbase of the appropriate level to hold your air wing. Airbase size depends on your chosen aircraft weight, Ultralight requiring level 1 and extra heavy requiring level 5.
