After reinforcement phase Japan chose to move 2 CVP on carriers into the reserve pool.
Size 1 Claude 3 ftr and Size 3 D3A1.
Progress to next Axis pulse and both of the reserve moved CVP remain in the hex (and the reserve pool) and prevent a rebase onto the CV they were removed from
