In the other DC titles, action cards come in several flavors. Typically, there is a set of cards for the nation/regime that impact the strategic level at a price in political points and there is a set of leader personal cards that each leader can play, typically targeting a specific unit. Both sets of cards are played similarly. Sometimes the cards require additional information before they can be played, like selection of a hex or a unit. The national cards can vary, as you see above, from replacements to special airdrops behind enemy lines. The leader cards usually target a unit and modify certain statistics for that unit, like improve readiness or morale. It works pretty smoothly when you get the hang of when to use them.
