In a current pbem I have going the port of Milne Bay is at level one and has no damage. The previous turn I escorted a transport TF into Milne Bay, docked one of the two cargo ships in it, told both to unload (one over the beach, one docked in port). The escorting Surf TF successfully fought off an enemy TF during the night and then during the day phase fought off an air attack. Neither the cargo ship unloading over the beach nor the one docked in port were attacked at all. The one unloading over the beach is still at 99% load (I think it unloaded 1% but not sure) but the one unloading at the dock only unloaded (max) 4%. Milne Bay has exactly the same number of supply pts as it had before. I can sorta understand that said ship got underway during the enemy surface attack but while docked during the day phase (12 hours) it seems a bit much that an air attack that was over in 15 minutes wherein it was not even attacked (from personal experience the attack would have been over in less time than it would have taken to throw off the mooring lines). An explanation of how that relates to reality would be appreciated.

There is a table in the manual for how much can be unloaded at a port, taking into account port level, docked or undocked, cargo/transport loaded or amphib loaded. IIRC, a level one port can only unload, from a cargo loaded ship, 200 points of supply from a docked ship (if it starts the turn docked) and 100 points from an undocked ship. If the LCUs at the base are short of supply they will suck up whatever is unloaded before the base starts accumulating it.

Someone taught me in the past that TFs unloading at small ports should be in a Amphibioius mission not a Transport mission. Rate fo debarking will be very slow rate due to lack of lighters, cranes, etc. Will be much faster/more efficient in an Amphib mission. Previous response notes the the rate of transport unloading may be negated by supply consumption. I am not a rules/system authority, however.

You likely heard it from me. Use the Amphib mission to deliver supply and/or troops to level 1 ports. The unloading is more efficient.

Most base unit radars are too large to unload over a level 1 port dock. The TF will sit there forever trying and failing to unload the radar.

At the beginning of the game, Milne Bay is a level 0 port. Transport TFs have a difficult time unloading there.
