In what way does it look different? What are the features that DC advocates see to make them believe this is an upgrade from former iterations?

The most noticeable difference is the unit scale. DC: A goes down to the operational level at Battalion/Company scale. It also adds the ability to reorganize your units into Task Forces/Kampfgruppen as the player desires. It also adds defender auto defensive fire during the opposing players turn. I am sure there are more but that is what readily stands out to me.
