LCM LCVP creation (with pics!)

After reviewing what I could find on LCM/LCVP and landing craft creation I am left with a puzzle I hope can be a learning opportunity. Here are two task forces. As the screenshots show, TF74 has the option to Activate Landing Craft and TF140 does not.

What is the deciding factor here?

-Both are at Ulithi, a US owned base.
-Both are undocked
-Both were loaded elsewhere, and this is not their home port
-Both have over 10K supply on board. My post searches found this could need to be higher, but its working for TF74 which has less supply loaded than TF140.

One difference I see is that TF74 is not at full capacity while TF140 is.

Another is the lack of any AP/xAP type ship in TF140, but I moved some in, with supply on board, and it made no difference (at least without running into next turn, which I did not try yet.)

Thoughts on what I am not seeing?

It matters where the supply was loaded. Coming from the US is always good. Not sure if the Australian bases that can create PTs/barges can contribute supplies to a TF for generation of those.

Well that is certainly a wild card variable... Is the "loaded at" attribute exposed someplace where I can see it regularly without something like tracker? I can't actually prove where TF140 was loaded, I may have changed its home port to Truk later. (Truk is US captured and has over 1 million supply)

Roll the cursor over the convoy and the pop-up says where it was loaded.
US ownership of foreign bases does not matter for supply loading on a TF - must be USA. If you unload the USA loaded supply at another base and then reload it to move onward, it has lost its 'USA loaded' flag.

That explains it, thanks!. But I am still frustrated by the loaded at attribute. When a TF like this is in a stack at a base, none of the rollover pop ups I see contain anything about where it was loaded. (Edit: I was hoping for a way to see it without having to have the TF alone in a hex for the rollover to show it)

You can click the hex and do the mouseover over the TF list at the bottom IIRC.
It should tell you the info (I think... Now I don't have the game in front of me)

I had not thought of that ! But alas..

for TF70 is shows "loaded at", but for TF140 is does not.

Had to go back into my saves, TF140 was created from scratch, loaded at Manus.

So it's disqualified from creating landing craft due to its forward loading location, and possibly the 150 ops points.

However, the frustration of the "loaded at" information is apparent, as the turn before the TF arrives at Ulithi it still shows this information. After arriving I cannot find it, the hovers all appear as the screenshots I included above. I double checked them all the turn it arrived at the atoll.
