I've read Steve CV algorithm in the march report and would like to comment on it.

I believe that the algorithm should very much depend on the country for air/naval units.

For exemple, Russia (and to some degree Germany) would not care much about a fighter possible naval rating, whereas a fighter with even a 1 naval rating may be worthwhile for the United Kingdom (a 1 naval rating can be very helpful to repel submarines).

For the USA, the range for any unit (naval or air) is very important: for exemple long range submarines can be efficient againts Japan when starting from Hawaï where a stronger but shorter range submarine would mostly be useless. And for any US air unit, there is a minimal range to fly over the atlantic (either as a direct reinforcement to europe, or using hops through Greenland): such units are extremely valuable due to their being able to rebase without using precious TRS.

A Germany on the verge of being conquered might not care if a FTR is long or short range.

I open this thread on Steve's suggestion so that interested persons may give their opinion on the best way to compute the CV of units by taking into account:
- the unit country
- the unit class
- the unit build value
- the unit replacement time (usually redundant with the build value)
- possibly the current strategy for the country (including number of active theater and distance from the motherland)
- and whatever relevant factor I may miss

The result would later be incorporated by Steve into his program. In this way, he would concentrate on writing the proper code while grognards would give the best advice for the AIO.

CV planes are problematic... Carrier size and availability need consideration I suppose.
