doing test on first turn may get strange result?

after tested several cases using scen Aliushn, I got a feeling sometimes getting strange result on turn 1 like loading 6000 supplies from a level 2 port without naval support. but from turn 2 everything will be normal.

Port level 2 can handle max 6250 supplies per turn.

You play Japs or Allies? I only play Allies and haven't noticed any loading discrepancies on the Allied first turn in scen001.

I only play IJ. and was shocked how strong IJ was on first turn even in such a small scen.
maybe the problem is using ae editor to modify base/units settings (not many only several places) for testing?

actually I have not played any campagn much, just finished reading manuals, got hundreds questions to solve to fully understand the rules before start scen001.

Some Japanese TFs get bonus action points tat work during the 1st turn only

It actually should in some cases, if you are aware of the conditions. Like e.g. any air action better be tested 1st turn cause the weather is always fine.

I suggest the Coral Sea scenario, then Guadalcanal. So do many other players as well. here are some threads to read:
