All the theater boxes (NF, TC FE) are quite understrength in June 41. Is it worth to reinforce the TBs with troops or is it better to accept the losses in AP and VP and send the reinforcements on the map?

both sides will shed some VP/AP in the early turns as the boxes settle down so I'd write it off, you have a more pressing need for your on-map army

once things settle down, sending a few units to the Northern Theatre can pay off, both in a few VP and also in advancing the Finnish surrender (with possibly a time bonus for the 'capture' of Helsinki)
