Pragmatically, I'd send these units back to Berlin to draw trucks from the NSS. I'm not sure I follow here - This unit spent a month off map, a week sat outside Berlin, and then migrated by rail to the front line arriving with zero trucks, not less than it should, not 90% or 40% but not a single truck in sight, and you think I should send it back for a few months hanging around? And this definately isn't a result of overcommitting to the Russian front, all my Theaterboxes are between 110% and 150% of required capacity. If anything this is undercommiting, surely? Also is the number of trucks in the reciving deport relevent? Organic trucks are surely part of the unit, if you move a unit by rail it isn't leaving behind every single truck it has at the start, and then picking up an entire batch of new trucks when it arrives, is it? If I move unit X from A to B, aside from breakdowns it should arrive with the same number of trucks it left A with, right?
