This may be the weather, but why the difference in CV? The 98th Div 1-11 has less fatigue and more CCP and is a 1, while the 5th Div has more fatigue and less CCP and is a 6 CV and I just moved it off the front line, while the 98th has not been moved at all. This is an example of all my units across the front in the game. This is certainly not intuitive to me.

As above, could be TOE total, TOE undamaged, Experience. Morale, Ammo Level, Supply Level, Fuel Level, Support Units Attached, Element Composition...at least that'd be the initial dig.

Or the Occam's razor answer, which is the 1-11 is sitting in Heavy Mud vs the 6-1 in Light Mud. Heavy mud massive penalizes the offensive capability of a unit to the point where attacking is foolhardy in most circumstances, whereas light mud only provides a middling malus.

So if one is sitting in Lt mud, the other heavy mud, you get the difference. As for the other variables, they are very similar units except for the CCP and fatigue.

Check if "1" sits on heavy mud. Infantry does not love mud much. Nobody does.

Yep, it is the Heavy Mud, that is causing the difference. You are not doing anything much in Heavy Mud.

Does the terrain of the attacker's hex also influence the CV. I thought only the terrain (+fortification) in the defender's hex does?

I'd suggest different road quality see - 38.5.4 - it makes a huge difference to attack cv

Each hex can end up with its own weather - both air and ground. I believe it is the weather of the combat hex that matters but I am not sure on that.

I strongly suggest that the Axis player turn on the road view to see where the secondary and primary road network is in the Soviet Union. It make a huge difference in MP and supply costs. And since the Axis player is using that as a guide, the Soviet player would be smart to have it on all the time too to see where those pesky Axis are trying to get to. There are several paths that can be taken by either side which, if not guarded, can deliver a surprise to your opponent. This is another factor in wildly different CVs in adjacent hexes.
