Partisans in Yugoslavia or Greece never takes any losses no matter what the combat odds are against them. The results are always...

Attacker looses 0 units
Defender looses 0 units

But the attacker (Germany, Italian, Hungarian or Bulgarian) may advance after combat onto the partisan hex.

the Partisan is only eliminated if the Axis advance onto it...along with the advancing unit at the End of the turn

I should also point out that when Vichy was installed not a single territory went Free French. The message France was completely conquered was presented. Belgium Congo (the French Government in exile) became German aligned.

The Partisans are still French color

It's a bug, that's for sure. Partisans which are on the map can only be controlled by active major powers. France is completely conquered and cannot be an active major power and therefore cannot control partisans. So something went wrong.

Were those partisans already on the map when Vichy was declared? If so, can you post the Vichy declaration autosave here? I've got a strong feeling that that's the point where things went wrong...

I will look for the Vichy autosave when I get home from work.

Memory is not 100% but I don't believe there were any partisans on board when Vichy was installed.
However, there have been many partisans since Vichy was created in Yugoslavia and Greece. Each one has had these magical powers
