It's been like this for maybe a month: I've pulled back at the start of the Autumn 1941 rains to make sure I don't auto-win in January, and in those places I pulled back a lot, they did advance and take objectives, but in Kiev they just won't (don't want to pull back further there)

Here's a saved game from turn 16, just press F12 and watch the Axis AI attack all over and ignore empty Kiev. I vacated Kiev when they would still get the 6 bonus, which is gone now.
