As subject says there are some typos: Hapsal (178, 116) should be Haapsalu Jogveri (182, 114) - Jõgeva, but as i understand you heathens doesnt recognize lettes õ,ä,ö and ü, then im not correcting those errors. Kuressare (169, 122) - Kuressaare. Molskala (179, 121) - Mõisaküla. Vore (187, 121) - Võru. Some notes about units located in Baltics. 16th Rifle Division was at full strenght in 22.06 and had 14000 men. 22. NKVD had only of his organic units 5th regiment in Riga (1st was in Kaunas and was shattered in early days and 3rd regiment was in Tallinn and didnt participate battles in Baltics), division was reinforced with local NKVD and latvian militia units, total 3000 bayonets, AT battery and tank company (not 11.5k men like in the Leningrad scenario). 29. Rifle Corps (179th and 184th, ex Lithuanian Army), well i dont know how to deal with those units as most of the corps subunits turned weapons against Soviets, Vilnius was cleared of Soviets by them for example. Velikije Luki scenario:: In 1. nov 1942 7th RD had 11833 men and 249th RD 12019 men, considerably more than in game, but as both divisions walked ~500km to reach front they both lost around 500 men during march. But units morale should be lower than average, as when there was opportunity to surrender then estonians switched sides, for example 2/925th went over to German side almost in full composition. Some who ran into surrounded town even fought against Soviets (so called "Vainsalu battalion").
