When our spies get dirt on the leader of another power, sometimes it feels like the thing to do is just discretely bury the dirt, rather than having to pass it on to one of the factions.

How about an option to just bury the dirt with no other effect, or even to pass it on to the leader for another purpose - either blackmail or just to be nice?

The faction leader of the Majority Faction is the AI Empires leader.
So if you support the current government faction with what you found, you are burrying the dirt.
