For what it's worth I can see two other threads you recently posted asking about hex control. Are those them?

If you're referring to your questions about hex control flipping, we think we fixed the bug in 1.00.11. If that doesn't fix the bug for you, please attach a save game here, ideally just before the hexes flip (either end of your turn or start of Soviet AI turn).
