UPDATE:
I've now completed the scenario. I was able to wipe out all rebel units, using a combination of airstrikes, Paratroopers, heliborne Infantry, and naval gunfire.
I did come under SAM fire at a few points, but all aircraft were unscathed. Can't say the same for ground forces. The Heliborne troops took somewhat light casualties in ground combat, but all the paratroops were killed, mainly from two surviving rebel Howitzers that the initial airstrikes were unable to knock out.
I was able to bring back all surviving troops to the Jeanne d' Arc by Helicopter. My score at this point was 160 (Major Victory).
In an effort to see if I could get a higher score, I sank both Libyan ships, and was pleasantly surprised to see that disobeying my orders actually penalized my score.

Overall, I enjoyed this scenario. Alongside my above comment about civilian structures, and BDukes' comment about the losses and expenditures (I admit that it would have been nice to have some amphibious heavy equipment to use alongside light infantry).
I will say that there isn't much chance of saving all the civilians, due to the necessary time to prepare landing troops and re-arming the F-18s and Mirages that are not already armed with strike ordinance.
Perhaps the F-18s armed with A2A loadouts could be set to be readying with LGB loadouts with 2-3 hours needed before launch? The single thing that hurt me most were those two howitzers that I didn't destroy in the first airstrikes.
