I cannot raise a fighter formation. Recon, Tactical Squadron, Level Bomber, and Transport squadrons are all available. I have three models of fighter developed. What am I missing?

Make sure the airbase is of an adequate level to meet the fighters' airbase level requirement. Ultralights require a level 1 airbase, lights level 2, mediums level 3, and so on.

Thank you. I tried again a few turns later and it worked, and I think the air base had been too small.
