My first test of a scenario is always AI vs AI, so I can watch how each side moves. If the side which will be the AI side is too off-beat, I will set waypoints for them, but usually I let the computer decide what it wants to do. It will often move differently in each play, so adds an element of randomness if someone plays the scenario more than once. As for defenders, leave them set at "Defend 0,0" and they will stay where they are until the AI considers it necessary to move them to defend the objective hexes - usually toward the end of the fight. (This creates some nice "counter-attack" situations.)
