Does anyone know if a region can be edited?

In northern Finland at Petsamo the hex NE of it is water but is included as part of the Lapland region when you switch to regional view and not the Barents sea.

Both hexes 176,25 and 178,24 initially do not show as part of Barents sea in the 1941 scenario on loading (I can rectify this through the editor and they then both show as part of the Barents sea in details when hovered over). But when I switch to regional view the hex NE of Petsamo is still a part of the Lapland land region despite being a water hex.

From what I can see all ports should show the name of their adjacent sea when you hover over them but Petsamo doesn't and the only thing I can think is the issue is the NE hex being part of a land region - can anyone shed some light on this?

Yes, via the Map Editor in generic data. However you must save both the hex.dat and mapregion.dat file.

Thanks for the swift response, I have tried that but think I must be doing something wrong as when I right click on a hex in normal mode or region mode the Finalnd/Lapland fly out menu says "assign to" but there is nothing to select. I shall see how I fare working through all the different menu options.
