While under same command such ground units should costs as whole unit. E.g. German division costs 2 CP and when this divison will be broken down to 3 regiments all these regiments should costs also 2 CP instead of 3.
It also will allows to reduce a current capacity of German HQ's. It's a nonsense that Panzer Group can have so many units. At start of the war its a 45 CP = 22,5 divisions. Really?
