Taking as an example the devices of scenario 1 the accuracy varies from 0 to 200. Any insight on the meaning and combat impact of this value?

The probability of actually getting a direct hit or a hit that does actual damage would be my best guess.

That would be my guess if the values went from 0 to 100 but 0 to 200 really confuses me.

It does not matter what the numbers go to, from 0 to 100 or 0 to 200. They could be binary and go from 0 to 1 but by giving it a larger numerical range, there are more possibilities in the amount of damage that can be done.

Right, but the problem is knowing what is the limit, is 200 the highest accuracy? Does 200 mean perfect accuracy, every shot=hit?

Well my understanding is accuracy reflects the rate of fire bringing more and more chances to hit. then penetration and effect come in( I assume)
Its a good question on the 200 I did not know the level - not sure there are any weapons over 100??

If it's rate of fire it would be inverse, lower accuracy would be associated with higher rate of fire. Though correlation is not causation.

An example from scenario 1:

13.2mm Type 93 AAMG -> 45 Accuracy

88mm AA Gun -> 160 Accuracy
