Coloured exclamation marks on bases

Quick question after starting D+2 I notice some bases have red or yellow exclamation marks (!) but I can find nothing in the manual to suggest the meaning, what are they?

They are supply shortage indicators. YELLOW is bad, RED is critical. You need to get supplies to those bases (or, move bombers out, bombers will increase the requested supply and therefore create a shortage vs. requested).

As an example drop tanks won't be available on bases with those warnings.

You can get a yellow marker even when you have more than required supply - the exe wants to draw 3 x required to the base. Operations are still possible, but see what Fred said - austerity measures are imposed that impair activities at the base. Pages 251-252 of the manual outline some of the effects on, particularly, air operations if the base does not have at least 2x the required level - which the exe recalculates daily. If it is not important, you can live with it.

Red is bad though, you are under the required level and need to remedy the situation ASAP.
