I am playing the campaign game as the Russians against the computer. Only the 1,4,6,8 and 14th air armies are flying missions. None of the air armies that show up later in the game ever fly a single mission.

Can you upload a save for this? Are you using the AI assist or doing things manually?

It is possible this might be the same, or a similar issue, to what I am having with Soviet bombers not flying missions to bomb certain cities (but bombing other ones without issue):
