Starvation of isolated populations is modeled in game IIRC and Roosevelt's, in game terms, irrelevant executive order ending discrimination in the defence industries gets an event mention. The Holocaust, Hunger Plan and OUN pogroms are not, although they murdered and displaced literally millions of people. In game terms, this would have a significant impact upon both population, supply consumption and in the later stages, rail net use.

You could argue that events such as the deportation of Crimean Tatars in 1944 is at least worthy of mention in an event, even if its game impact was negligible.
