Private Sector income comes from public spending.

More public spending --> More private income.

To keep private wages low, keep a low worker/pop ratio.
To Keep private wages high, keep a high worker/pop ratio.

My understanding for the height of hte Private Salary is this:
- each Private asset has a certain amount of private workers it needs
- the sume of that is compared to the non-worker population of the city
The values I observed go from 1 miliCred (way more population the Private Worker jobs) to 7 miliCreds (a city I had literally just founded, meaning there was a massive populpation shortage).
