Did you motorize any units? Each unit you have motorized will absorb the same number of APs per turn as it cost when you motorized it.

Did you pull units out of theater boxes? This is another area where theater boxes with garrisons (either land or air or both) are under 100% can leach APs and VPs from you each turn.

What are your settings? Some of the settings will reduce the administrative points you receive each turn.

please monitor your APs next turn, hopefully this TB transfer did reset the unit's motorization

I would bet it did not. Let us know, because it's something that we'll probably want to put a fix in for since there's probably no way to demotorize the units once they've gone to a TB.

On that note, I think it might be impossible to change the TOE setting once units go to a TB, if you are not playing with enhanced TB control on. I have been playing Soviets and at one point I set all of my infantry divisions (or at least a good # of them) to 65% max TOE and in some cases 50% TOE, like this unit. But then some of them were transferred to a TB, and now seem to be stuck on 50 max TOE. Not sure if it will ignore the max TOE at some point, but if not then it might mean the TB remains chronically understrength?

For the record.
I am not playing with enhanced TB control and the ap`s did not return after the security units went of to the reserve.
Guess that calls for a restart
