Even armed with the hard copy and the online version (for word search) I am struggling with a few things.

I have the 46th Infantry Division as a reinforcement. Its Higher HQ is AGS. How do I attach this division to a corps and army?

Similarly the 93rd, 96th and 98th Infantry Divisions arrive with a higher HQ of OKH. Same question.

I just can't see how this happens in the manual. I've tried the Commanders report and all the word searches I can think of.

to attach to a HQ lower than OKH or AGS they need to be relatively near to it. I forget the exact range but its something like 10 hexes for a corps HQ (might be 15).

so move them east to where you want them and attach to a suitable corps HQ as they arrive. There is a one turn hit on leader admin scores but that is marginal in most instances

I personally set OKH arrivals to the Army Group that controls their destination sector, that acts as a sort of reminder as to where I was sending them next turn (as they are usually still in transit at that stage), then to corps when they arrive closer to the front.

wee tip, if these are the units that arrive west of Berlin its actually more efficient to march them to Berlin and entrain there
