I have encounter this issue multiples times but I cannot really prove it.

My 4th panzer Group HQ has full 50MP at the beginning of the turn. Suddenly all the MP is gone and I have not personally move the HQ at all. I guess when my other combat units attack the enemy combat unit the enemy rout path touch my HQ and it forces my HQ to do a displacement move at my turn.

Please kindly investigate whether it is a bug.

If an enemy unit retreats next to one of your HQs that is alone in the hex, it will displace and lose its MPs. This is WAD. A unit can retreat several hexes (3?). In the process of the retreat it might bump into an enemy HQ, and then when it retreats another hex decide it must rout. I'm not sure, but it might not be visible. If you have a lone HQ in a hex within a few hexes where an enemy unit might retreat adjacent to it, then it is at risk. Likely this is the explanation. If that is not likely as to what caused what you are seeing, then we'd need to see saves.
