None of my units will move. only have 44 oil and upkeep is 47. From the beginning I built as many merchant marines an escorts as possible but they have not come in yet. Why is this happening to poor UK?

Are you putting all the Royal Navy at sea each turn since September 1939?

I assume you are running the latest v1.00.11 official patch, correct?

MMs and escorts take a long time to build, you have to build a constant flow from the beginning. With me Canada only does escorts, and just to start I use all the UK shipyards in doing escorts, it is very important to have at least 10 escorts on all routes with the possibility of being attacked. It also helps to have destroyers and aircraft carriers on the convoy routes to 24 enemy submarine hexes, the problem is that the submarines move first, so you have to cover the entire network where the submarines can go.
