I have two Indian infantry divisions. When I select one division and then hold ALT and right click the divisions switch places. They do not merge. India has Small Corp in the build menu. So should I be able to merge two Indian Infantry Divisions?

You need to move the mouse on and off the target until a plus sign appears instead of the switch. It's not immediate. It helps if you press alt before you start the hover.

They must both either be in garrison mode, or in active mode.

You cannot merge one garrison unit and an active unit.

ALSO if they are not the same (Assault/Anti-Tank) and level of advancement it will require PP to merge and it could fail due to that but it will tell you.

Another issue but rare is you may try to merge and due to weather a garrisoned div can not move into the same hex as another div. When you click on the unit to move the hex with the other Div will not light up.

Lastly there is a minor bug were rarely the + will not appear. Just try to redo the merge it normally appears after reselecting the unit.
