In 1942 High Tide Naval War MOD scenario, something strange appears in China: the area around Sian is a neutral nation and no one can pass. Is it done on purpose or is it a mistake?

Is that Communist China? If so that would make sense, as they will enter the fight against the Axis at some point, in response to Japanese advances, diplomacy and events.

But if the mod has included something else then I wouldn't know without looking at it.

It is strange because in the other Naval War Mod scenarios, this territory does not appear as neutral.

I don't know then, it looks as though the modder who designed it has incorporated some more changes. Does the mod come with a list of changes/what makes it unique that might explain it?

Thanks for the reply Bill.

Its weird because in the notes of the mod it does not put any of that modification. The naval mod is supposed to only modify things related to the naval theme.

I think it is a mistake because right now, this scenario cannot be played since the Chinese do not defend Siam and the Japanese cannot advance there.

It's a shame, the mod is really good, and the 1942 setting is very interesting.

You could edit the campaign in the editor, selecting those hexes and transferring them to China.

When you press save it will ask if you want to update the scripts, and that is something that will need to be done.
