Can how active partisan are be modified in WAW and WiE ? I cannot seem to find that out anywhere.

The position and type of partisan is set in the partisan.txt file in the local custom campaign event script folder. Partisan unit stats are set in the custom campaign and the menu: Campaign\Edit Country Data and (choose the country to change) Edit Combat Target Data button (bottom left). Apply Data button if you want to apply the settings to other countries.

Recall there are two types: supply events (enemy loses city/resource strength-on map w/ the "P" key they show a partisan with a slash through them) & unit spawns (no slash), which typically ALSO induce supply loss. Don't put them too close or one enemy unit can cover all events/spawns.
