I currently play against the AI with morale at 109 and everything else at 125.

I would like to raise an AI opponents morale higher without giving it the ability to move units around freely.

Suggestion: Disconnect the AI's free movement from the morale difficulty setting. A separate difficulty option for free AI movement should be added, and 110 and higher morale should no longer trigger it.
