I could have sworn I choose to amend the Norway convoy route in a PBEM game but the route was not amended. It also happened in a solitare game I am playing.

Has this happened with other players? Is there anything one can do to change the decision to what was intended after the fact?

Not with me games. It works as designed. If Kristiansand port is less than 5 strength, the convoy route will reset to Narvik. A favorite ploy of PBEM players to force the route into a more easily interdicted one.
