Skimming the manual I can't find a discussion of what causes non-isolated units to surrender.

I've recently had a couple of non-isolated inf divs surrender when attacked. Can anyone illuminate me on the factors at play here? Is it a case that if a units suffers x reduction in morale/y reduction in TOE or something then they will surrender? And I guess having to retreat multiple hexes due to stacking increases losses and thus chances of surrender?

Can someone point me in the way of the rules on this?

I would like to know the same about HQs: can they ever surrender and if so, under what conditions?

this has come up a few time and is a tricky bug. It appears that the supply status flag for the units in question is getting changed (often a few turns back) so when they come to a situation where they would probably rout they surrender instead. The rules around this are in the isolation section of the manual but seem to be being applied more widely.

What would help, if you get one of these surrenders is a batch of saves. Not just the turn of the battle but a few turns back so they can track where the supply status flag changed - send them to Joel with a note or post in the tech support forum.

unit shatters key off combinations of low morale, low experience and the make up of the TOE. The latter is not as simple as low TOE per se, but instead keys off loss of front line combat elements so the unit collapses. The precise formulas are not in the manual by design, but in my experience low experience and/or weak units are the key drivers. So you will see Pzr divisions shatter in 1941 if they have run too low on combat elements but its far more likely to affect a poorly trained Soviet rifle division that has just had a battering
