I never played Gary Grigsby's DOS version of WIP. I started with Uncommmon Valor and it's WIP follow up. I did play another game eerily like WIP on Sega Genesis in the mid 90's called PTO: Pacific Theater Of Operations. Did that game have connection to WIP?

No connection other than subject matter and how contemporary they were to each other. None of Gary Grigsby's games were ever designed for a console that I know of.

It had a sister game named ETO.

Played the hell out of both.

Yes! Forgot about that one! Also loved ETO on Sega! Was it also on the PC? Did they both start as board games?

Have both. Unfortunately never seemed to find the time to get into them too much. They had rules to combine them. How'd that play?
