The key (as in the earlier thread about this) is the relationship between that table and the various weather fronts. There is an example in the manual but you can see exactly how a given front adjusts that table in the game editor. The table isn't misleading, its not some 'average' weather chart that the actual weather revolves around, its what happens if no front affects a given region (& even then the ground conditions will have a legacy from past events) This is why I seldom post any longer... but although I don't have consecutive saves, I do have screenshots of my most recent turn, as I knew from experience in the forums that I would have to show something of what is happening.
