If you can be bothered. You have to use all that excess manpower somehow. When it aint Snowing send them to the Northern Front and bring them back when it is.

"Ski units will have their combat value (CV) doubled in snow
hexes and tripled in heavy snow hexes and are not affected by
the above weather CV modifiers for snow and heavy snow"

I like to try to think about the pros and cons of a unit, to give a sense of what situations building them would actually be useful. so here goes:

Pros:

- 0 AP cost
- non-motorized
- no guns required (all equipment has uncapped production)
- bonus in snow

cons:
- a complete weenie of a unit.

Given these characteristics, if you're maxed out/ lack the APs for rifle brigades, lack the trucks or equipment for tank/other SUs, and have the MP to spare, then why not make some?

Within the context of the game, in 41 I find myself still scraping the barrel on manpower, so they're a bit of a dubious purchase. I end up making some for the lolz, but end up disbanding them once winter's over to reclaim the manpower. In my game that's now made it through 42, I finally found myself with a manpower surplus, but I still had a significant truck shortage. As such, it seemed reasonable to me to max out on ski battalions, so I had something to stick on infantry divisions. It helps that the 42 ski battalions are a bit meatier than the 41 version. Granted, It's hard to tell if they've really contributed much at all to the overall war effort, but, to summarize, if you've got the manpower, I think might as well use 'em.

Ski Brigades are really good units for '41 winter if you lack manpower or are refitting loads of rifle brigades or something else. A little bit of extra CV is always good. Ski Battalions I would build straight for the NF box, after '41 winter/you have enough rifle brigades(all you can get) send them all to NF. If you have some unbuilt, build them and send all to NF.
