If it does not delay the game I say put winter land movement in.
However it was not part of the original game, so I guess it should be an option.
It should however only apply to the arctic region and only on land, if you ask me. It will also give Russia a safer position and there may be a balance issue.
It does not make sense to me to apply winter movement to naval units. Ships are not that much slower in the cold. I guess there will still be ice-zones. Should winter movement apply for sea zones outside the "frozen" areas?
