I play as Soviet and got 609 point at turn 68 at the same time as the initiative first change to Soviet but I do not win the game right away. Is it a bug? I play at the lastest beta.

Yes, that's a bug. You've effectively won, but the sequencing of the checks probably caused the Soviet win condition to be checked before the initiative actually switched sides. Normally, with the German score as it is, the Germans would have had a Sudden Loss, but the AI is exempt from Sudden Loss conditions. You have stuffed the German AI and will clearly win a victory when it is checked in January 43, but you should have won already (unless playing the no early end campaign, which allows you to drive to Berlin as it doesn't check for auto victory). Time for you to give the AI some help. We recommend going to at least 110% morale help for the Axis AI as soon as you've got the hang of the basic mechanics.
