Yes, since it only checks the cities south of Leningrad and assumes if they are taken, then pressure can be put on the Finns. Although the text is strange, this is WAD. In this case, what could happen is an offensive that knocks the Finns out of the war and the Germans will remain in a pocket in Leningrad (supplied by sea if the sea lanes are kept open).
