I am not aware of a problem with Soviet air repair. I can repair them currently. What's the problem?

When your Soviet air gets repaired, do you have it on priority?

You can...or you don't have too...depends what you want repaired first.

Usually, I put them on priority when needed. And I am disabling repairs on other stuff.
This way, I am sure all PPs go to my planes.

Keep in mind that the order of units receiving repairs/upgrades is as follows:
1. Naval units set to priority
2. Land units set to priority
3. Air units set to priority
4. Naval units set to normal
5. Land units set to normal
6. Air units set to normal

And of course units that have disabled repair/upgrade will never repair or upgrade.

So unless you have set your air units repair/upgrade to priority, your air units will not repair/upgrade until after all of your land units have done so (except for land units with disabled repair/upgrade).

With Russia I always disable repair/upgrade for all of my naval units (except maybe late in the War if any have survived and I have an excess of PP). I generally disable repair/upgrade for all of my air units as well until I am confident that Russia will survive and even then I only turn it on when I have an excess of production. So pretty much all of my repair/upgrade is saved for my land units.

Same here. I repair my air units in 1943 not before.
