In a mirrored game... It is Feb 1940 in both games, same events (no annex of Lith by Germans, Finland event war in progress in both). No war declared yet on Lux, Belgium and Netherlands.

Russia is at 48% mobilization in game 1 and 17% mobilization in game 2. Is this possible without diplomacy? What are the mob progression rolls like?

Actually I declined Finland war in the other game so I guess that is 1 difference.

Update: After war declared on Netherlands/Belgium (not Lux) and one more turn (March 1940) we now have Russia mobilization at 63% (vs. 17% in the other game) and USA at 34% (vs. 24% in the other game)... How is this possible with no diplo?

48% seems pretty high for Feb 40. If the Manchurian locations are not occupied by the Japanese, that could boost mobilization by 2-3% per turn. Also, if Germany does not maintain 2 units near Warsaw, that could cause another 2% shift per turn.

Also, a one turn conquest of Poland seems to cause a 5% shift in Russian mobilization

@BillRunacre - Any ideas here? Are you able to check the save game on the server to determine what caused the soviet mobilization to be so high at this point?

Was the Molotov - Ribbentrop pact honoured? Or did Germany Amex whole of Poland?

Maybe your opponent abandoned Manchuria/overgarrisoned Poland? Both things raise USSR mob gradually.

Yes, Poland was split.

He indicated that he had Manchuria and Poland properly garrisoned. And this was my first thought.

DE 629 – Germany: Annex Lithuania?
Event fires: On the 10th February 1940 when Poland has surrendered, Memel is in Axis hands, Lithuania
and the USSR are both Allied but not fully mobilized, and Germany honored the Molotov-Ribbentrop Pact.
Cost of accepting: Nothing.
Yes: Germany will annex Lithuania in March 1940, and the USSR will swing 7-10% towards the Allies.
No: The USSR will have the opportunity to annex Lithuania in June 1940.

Did Germany Anex Lithuania?

Hi

First question is whether the campaign is an official one or if it has been modded in any way?

If there aren't enough units around Warsaw or in Manchuria then the Axis player should be getting messages about it.

Additionally, information is provided on the map to advise the units needed there, and the icons will display in red if there aren't enough.

I presume they've not had any as otherwise this question wouldn't have been raised?

I must admit that both the Soviet and US mobilizations being so high without any diplomatic activity, and assuming the correct units are in place, sounds very strange.

If you can provide the Challenge ID then we can take a look.

ah did I just waste everyone's time... **** sorry... some reason I thought you just need them where there are the partisan images, I'll have to go look up Manchuria garrison rules

I think you need to cover all the "!" hexes in Manchuria to meet the garrison requirement and avoid USSR mobilization increase.
