Opening up the 1941 scenario (either one) in editor, I can't move the Hungarians around. Or rather, I can't move them around parts of Hungary. It can be done via the Unit tab, by changing location, but its impossible via the map itself.

I could only move them in Northern Translyvania region. This likely has to do with the June 22 restriction on moving in Hungary. The workaround is to change the date of the scenario, move the units, then change the date back.
